Food Without Borders is preparing to deliver urgently needed food assistance to a refugee camp in Country Alpha. More than 170,000 displaced people are living in the main camp, where humanitarian needs are severe and movement is tightly controlled.

The Camp Commander has agreed to allow FWB to operate, but requires the organisation to employ local guards during food distribution.

Some of these guards are associated with armed militias, raising difficult questions about humanitarian independence, security, diversion of aid and the protection of refugees.
